Bed bugs discovered at a Cleveland public elementary school.

School officials tell 19 Action News a teacher at Wade Park Elementary on the city's east side found two bed bugs on Monday afternoon.

She killed one and took the other to the principal.

An exterminator confirmed the insect was a bed bug, and then treated the teacher's classroom and the entire building.

On Tuesday, just as a precaution, the students put their bags and coats in plastic bags.

No bugs have been seen since.

School remains in session.

LONDON (AP) — Travel planning website TripAdvisor must stop claiming that all the reviews on its British site were written by independent travelers — and therefore reliable — a U.K. regulator said Wednesday.

The Advertising Standards Authority said the claims on TripAdvisor.co.uk, including “reviews you can trust” and “more than 50 million honest travel reviews and opinions from real travelers”, were misleading.

The agency said it was possible that some reviews on the website could easily have been submitted by people who were not real travelers but just trying to influence customers' choices.

TripAdvisor, based in Newton, Massachusetts, claimed it had invested in systems, processes and resources to identify and minimize fraudulent content.

It said the number of fraudulent reviews was negligible, that research showed the average traveler read dozens of reviews before making a booking and tended to discount reviews that were significantly out of line with others.

But the U.K. advertising agency indicated that even the risk of a small number of fraudulent reviews means the website cannot claim they are all trustworthy.

“Because we considered that the claims implied that consumers could be assured that all review content on the TripAdvisor site was genuine, when we understood that might not be the case, we concluded that the claims were misleading,” the agency's ruling said.

The ruling came in response to complaints from two hotels which were not identified and KwikChex Ltd., based in Bournemouth, England, which offers services to companies for protecting their reputations.

In a statement on its website, KwikChex said TripAdvisor does have the capability of authenticating reviews but that a “substantial number” of reviews on the site, both positive and negative, are fraudulent.

“It is small businesses that suffer most as they tend to have few reviews and so the impact is much greater,” KwikChex said, “although any business with a recent very bad review does suffer, particularly if it is for example a false accusation of something such as food poisoning, bed bugs or criminality.”

TripAdvisor was set up by Expedia, Inc., but was spun off as a separate NASDAQ-listed company in December.

HUNTSVILLE, Alabama — The Huntsville Housing Authority is working to contain a bed bug outbreak at its Johnson Towers senior apartment building.

Spokeswoman Wendy Reeves said two residents on different floors of the building reported a bed bug problem last week. A subsequent door-to-door inspection uncovered the tiny pests in approximately 20 of 120 apartments, Reeves said.

While maintenance crews have already sprayed those apartments, Reeves said the Housing Authority plans to treat the entire eight-story building on Seminole Drive west of downtown. Residents of affected apartments will also be given special mattress covers designed to eliminate hiding places for bed bugs.

“We have a very aggressive plan in place,” Reeves said Tuesday. “We want the whole building professionally treated so we manage this effectively.”

Opened in 1965, Johnson Towers is home to about 130 elderly and disabled public housing residents.

Reeves said residents will have to vacate their apartments for about six hours following the pesticide treatment. To kill any lingering bed bugs, residents will also be instructed to wash all their clothes and bedding in hot water.

Even curtains will have to be taken down and tumbled in a warm dryer, she said.

Bed bugs were nearly eradicated from this country in the mid-1900s but have made a strong resurgence due to increased international travel and resistance to available pesticides.

While not known to transmit disease, bed bugs feed on the blood of humans. Their bites can cause an allergic reaction that sometimes leads to more serious skin infections such as impetigo, ecthyma and lymphanigitis.

Mattress seams, bed frames, headboards and dresser drawers are among their favorite hiding places.

According to the U.S. Centers for Disease Control and Prevention, controlling bed bugs in multi-family housing is difficult because they can easily travel between units through holes in the wall or on the bodies of residents.

Joey Harris, an entomologist with Cook's Pest Control in Decatur, said bed bugs are on the increase in North Alabama but remain a “spotty problem.”

“I've been in this business for 28 years, and for 25 of those years I had never seen a bed bug,” Harris said Wednesday. “The last three or four years, we're seeing them more and more frequently.”

Harris said Cook's has treated bed bug infestations in homes as well as businesses, and they are as likely to be found in wealthy neighborhoods as poor ones.

“It's not a socioeconomic pest,” he said.

Persistent bed bugs, contaminated and inadequate food, plus a host of other health and bylaw violations have forced the city to shut down a residential care home for two months.

The city is closing East Avenue Place as of Wednesday by suspending its operating licence. The home for 16 special needs residents is closed until at least April 4. To reopen, owner William Haizel must earn a certificate of compliance and have the home inspected again.

Meanwhile, the tenants have moved to other residential care facilities across the city, said Michelle Baird, Hamilton’s manager of infectious disease prevention.

East Avenue Place was found in violation of the Health Protection and Promotion Act, the city’s residential homes licensing bylaw and the city’s property standards bylaw, according to licensing tribunal reports from a Jan. 10 hearing.

The health violations alone numbered about 56, according to Baird. Further to the suspension, Haizel was also twice fined $300 for the food violations, she said.

In 2009, Haizel was fined $4,000 for fire code violations after locking a damaged fire exit with a steel bar.

This past year, the 65 East Ave. S. facility was found to be dirty and in disrepair. Food was contaminated, insubstantial and unhealthy. Contamination, for example, resulted from unwrapped food, both raw and cooked, being stored together, Baird said.

The bed bug infestation persisted despite extermination treatments because Haizel did not follow public health and pest control workers’ instructions on additional steps needed, officials say.

Medical records were incomplete, staff first aid training was insufficient and individual special care plans did not exist for some residents as required.

Also, Haizel was found to be administering prescribed controlled substances without the certificate of training required to do so, according to the tribunal report.

Jerry Belford, who lives across the street from East Avenue Place, says neighbours constantly have problems with the facility and its tenants, who pester neighbours for money or cigarettes and other things.

“The police are down here maybe twice a month.”

David Wright says, thanks to the bed bugs, he hasn't lived in his Stonequist apartment unit in 2 months.
Wright is angry because, he says, months ago the Housing Authority refused to let him pay for his own private pest control company to come in to treat the problem.

Wright said, “I can go into my home, but it's very limited. I don't like to go in there, I mean, because even though it's been sprayed twice, they're still there.”

The Tuesday night workshop at city hall was called by Saratoga Springs Accounts Commissioner John Franck.
During the public forum he said he's been receiving numerous complaints.

Franck said, “I've heard stories of a lady yesterday who the Housing Authority came in and took her chair right out of her room, without her permission. I'm getting these calls constantly.”

The Chairman of the Board of Director's for the Saratoga Springs Housing Authority was even 'conferenced in' via Skype to the Tuesday night workshop to answer some tough questions about the number of recent complaints about the bed bug issue.

From a projector screen at the front of the room, Housing Authority Chair Dennis Brunelle said to the crowd, “All I know is as soon as we get a call in our maintenance department, it's responded to immediately.”
Even the 'Orkin men' were brought in and consulted during the meeting.

Orkin Inspector Kenneth Watkins said, “Basically what it would be is that you would treat each apartment four times in a period of a year, and by using the treatments that we do this would eliminate the pests being reintroduced to the environment.

The City Health Inspector also weighed in with his recommendations and suggestions.
Dr. Paul Okosky said, “The infested apartments, we really have to make sure that the inspectors take a look at those adjacent apartments because that's where problem lies. The problem lies in clusters, it doesn't lie in individual apartments.”
 
 
But both the board, and the residents expressed concerns about the safety of the chemicals used to kill bed bugs.

One board member asked Orkin Inspector David Parkhurst, “So, is it (the chemicals) safe?”
Parkhurst paused and replied, “Well, you never use the word safe.”

The board member said, “We want you to use the word safe. Safe is a good word,” as several people in the crowd laughed uncomfortably.

Wright says whatever the solution may be, he just wants to see the bed bugs gone.

“I don't know how many times I've steamed and sprayed, they're still coming in through the walls,” he said.

In a statement sent to FOX23 News over email, Chairman Brunelle said, “The Saratoga Springs Housing Authority Board is happy to work with city leaders to answer any and all questions they may have.  We are committed to working with the city and our tenants in a collaborative manner to address the bedbug issue.”

Some people who spoke at the meeting said many residents are afraid of being called 'dirty' if they report having bed bugs in their unit, and that others have felt 'intimidated' by the Director of the Housing Authority, and therefore have not felt comfortable raising the issue.

It's still unclear exactly what will be done to get rid of the bed bugs at the Stonequist Apartments.
During the workshop it was confirmed that 50 of the 176 Stonequist units have been checked for bed bugs, and so far 12 apartments are confirmed to be infested.

Board members say those units have been treated for the problem.

The Government of Nunavut has confirmed that bed bug problems
in Iqaluit began more than a year ago.

Last week, CBC News learned two apartments in a public housing
complex in the city
had been infested with the bugs, which spread easily. An
extermination crew came from Ottawa to fumigate the homes.

In an email statement, the territory’s Health and Social
Services (HSS) spokesperson, Ron Wassink, said officials have
dealt with bed bugs in Iqaluit before.

He said the department became aware of the problem in June 2010
through a normal complaint process.

“HSS provided identification services and guidance to the
owner/landlord and the tenants. Suitable action was taken to
eradicate the insects. No public release of information or
widespread communications were merited at that time due to the
nature of the occurrence,” wrote Wassink.

It’s unclear where in the city the bugs were found at that
time. Anyone in Nunavut who suspects their home has been
infested with the insects should contact their regional
environmental health officer for assistance.
