Iqaluit bed bug problem began months ago, says government

The Government of Nunavut has confirmed that bed bug problems
in Iqaluit began more than a year ago.

Last week, CBC News learned two apartments in a public housing
complex in the city
had been infested with the bugs, which spread easily. An
extermination crew came from Ottawa to fumigate the homes.

In an email statement, the territory’s Health and Social
Services (HSS) spokesperson, Ron Wassink, said officials have
dealt with bed bugs in Iqaluit before.

He said the department became aware of the problem in June 2010
through a normal complaint process.

“HSS provided identification services and guidance to the
owner/landlord and the tenants. Suitable action was taken to
eradicate the insects. No public release of information or
widespread communications were merited at that time due to the
nature of the occurrence,” wrote Wassink.

It’s unclear where in the city the bugs were found at that
time. Anyone in Nunavut who suspects their home has been
infested with the insects should contact their regional
environmental health officer for assistance.

Bed bug infestation closes Salvation Army shelter

ORLANDO, Fla. (AP) – A bed bug infestation has forced a
Salvation Army shelter in Orlando to temporarily close.

The Salvation Army announced Thursday that the men's shelter
could be closed for up to a week.

The Orlando Sentinel (http://thesent.nl/AisHXq ) reports
officials are scrambling to find accommodations for up to 75
homeless men – just as the temperatures are expected to dip
into the 30s. Another 50 men who are enrolled in the agency's
long-term transitional program will be housed in a gym on the
shelter's property.

Officials say it will cost about $15,000 to tent the building
for treatment of bed bugs.

Spokeswoman Vicki Hastings says the Salvation Army hopes the
public will help cover the costs.

Bed bugs bites can lead to severe itching and skin
infections.

Bed bugs are not stopping kids from attending school

Bed bugs are not stopping kids from going to school in Laurel
County.

School officials and people at the Laurel County Health
Department are working to bring an end to the problem.

A teacher at Hunter Hills Elementary found the first bed bug in
a classroom before the students went on Christmas break.

Since then bugs have been found in isolated areas which
prompted school officials to take precaution and alert parents.

Hunter Hills Elementary School does not have any beds, but bed
bugs have made their way into the building in students'
backpacks.

“Bed bugs are very creative hitch hikers, so they can get in
back packs and can get in your clothing. They can actually
arrive anywhere,” said Mark Hensley, the executive director of
the Laurel County Health Department.

The bed bugs were found in isolated areas which school
officials are thankful for.

“It really has been only handfuls of incidents. It's not
infestation by no means,” said Brian Bond, the principal at
Hunter Hills Elementary.

Precautions are necessary to insure the health and safety of
students at Hunter Hills.

Schools officials say the hardest part has been alleviating
concern among parents.

“We've certainly answered a lot of phone calls and talked to a
lot of concerned parents. But to be honest, I have not had an
angry parent speak to me. I talked to parents who were
concerned and wanted some information,” said Principal Bond.

They want information on how to stop these creepy crawlers from
coming home with their kids.

One way to prevent the bed bugs from spreading is putting the
students backpacks in plastic bags which reassures school
officials and parents.

Until the issue is resolved, school officials are asking for
patience.

“It's very hard to prevent from getting bed bugs. Once you get
rid of them, it's very easy to get them back because of the
students or anyone who enters that school that has them on
their clothing or in their backpacks,” said Hensley.

Health department officials say bed bugs are more of a nuisance
than they are a threat because they are not known to transmit
or carry any diseases.

Landlords and tenants in Edmonton are making progress in the
fight against bed bugs, a public health inspector says.

Sandra Hamilton from Alberta Health Services says complaints
about the pests dropped by 10 per cent last year.

“We still have a lot of bed bugs, but I think people are
learning about them and acting quickly,” Hamilton said. “So, a
lot of the time when people call us, the problem has already
been addressed.”

SARATOGA SPRINGS — The Saratoga Springs Housing Authority has
contracted with a public relations firm and met with media
entities Monday to address a variety of allegations levied
against it by citizens, residents of Housing Authority-run
apartment complexes and city politicians.

Housing Authority Director Edward Spychalski has been
criticized for his handling of complaints of bed bugs in the
Stonequist apartment building, employing his son and
daughter, and for his $151,000-plus salary, which was doubled
in five years.

The gist of the meeting was a civil conversation in which
Spychalski offered assurances that, contrary to some
complaints about the bed bug problem, “We’ve been on this
from day one.”

He said all complaints to the Authority are registered and
actions documented; The Saratogian has requested those
documents and will review them.

Eric Wohlleber, vice president of Gramercy Communications,
said his company has contracted with the Housing Authority on
an hourly basis, but he and Spychalski declined to say what
the rate was, inviting a formal freedom of information
request. Spychalski said he received permission from the
board of directors to hire the firm, a decision that was not
made at a public meeting.

The bed bug issue garnered public attention in December when
a Stone-quist resident told the Saratoga Springs City Council
that the Housing Authority was not adequately addressing her
problem.

Spychalski maintains he has been addressing the issue since
late August, when bed bugs were first reported to the
Authority.

He said there had been previous reports of bed bugs in public
housing, but said they were isolated incidents and not a
public health threat, so individual tenants handled the
situation.

Spychalski said the Housing Authority purchased steamers for
residents to use and has been treating units with
diatomaceous earth, an organic pesticide.

He has maintained since the issue became public that there is

As for hiring his daughter and promoting his son from a
laborer to a night security position, Spychalski said he did
nothing improper. And, Spychalski said, when he was informed
that his son’s added responsibilities were a violation of
Civil Service Commission rules, they were ended immediately.

Spychalski decided to hire his daughter, Nina Spychalski, as
a Housing Authority assistant, a competitive position that
requires a Civil Service exam. She tied for the third-highest
test score and was given the position; the candidates with
whom she tied were not interviewed. Spychalski pointed out
Nina had already been working on a part-time basis for the
Housing Authority and said she was best suited for the
position.

There are no rules in Saratoga Springs regarding nepotism.

“Everything was done through Civil Service,” he said.
However, the issue being addressed now is the need for the
director to have received a waiver from the board to hire or
promote a relative.

One of the Housing Authority board members, Lillian Miles, a
former Authority employee, defended Spychalski’s salary —
$151,956 in 2012 — which Saratoga Springs Accounts
Commissioner John Franck has called excessive.

Miles said the board conducted studies and determined that
Spychalski’s position was comparable to a principal in the
Saratoga Springs City School District.

“They justified the fairness of his salary,” she said,
pointing out that when Spychalski was hired he took on the
project manager and modernization coordinator’s roles,
eliminating those positions. He is also running a related
nonprofit housing operation, she said.

“We have a very small and efficient staff at the Housing
Authority,” Miles said.

Caroline Street Elementary School Principal Daniel O’Rourke,
the highest-paid principal in the district, made $127,219 in
2011 according to "color: inherit; text-decoration: none;" name=

One UNL fraternity is hoping to be bed bug free. In the past week, the university found four dorm rooms infested with pests. Now, the search spreads to a house on Greek row. Phi Delta Theta fraternity will be searched tomorrow, but only as a precaution. No bed bugs: that is what Phi Delta Theta says about recent reports of the pests hitting too close to home. “As far as we know, we do not have bed bugs,” Phi Delta Theta President Zach Watson said. But that doesn't mean the rumor mill isn't churning. It all happened yesterday. One fraternity member spent the night on a dorm floor known to have the bugs. Now, a few bites and a phone call later and the house faces inspection. “We have a specialist coming in tomorrow morning to double check and make sure there is nothing wrong and if there is our housing corp. is going to take direct action to get rid of the infestation if there is one,” Watson said. If there is one: that is the big question. With all the bed bug buzz on campus, Watson said, at this point, he thinks it is just paranoia. “He had two bites so it’s not really consistent with what bed bug bites are,” Watson said. “But, he might have gotten bit but there have been no other indications. No one else has been complaining about bites in the house.” That could be because Greek row is bug free, according to the university. It is something Phi Delta Theta hopes is still true tomorrow morning following their search. “All the guys, they didn't know about it. They're hoping we don't have one,” Watson said. “I think we're all hoping that.” University housing posts updates on the bed bug situation daily. After a 24-hour test, the Defender [2] was clearly more effective at trapping bed bugs than two competing products. Materials and Methods: The following is the Standardized Testing Method for determining or improving the effectiveness of bed bug devices when evaluated against bed bugs. Further details related to this specific study are described following the test method summary. Select action items and illustrations have been removed from this standardized test method in an effort to make the report more precise and accurate to the study conducted. Any details removed from this test method were deemed irrelevant to the study conducted in this report. o 22″ L x 20″ W x 10″ H gray tubs with butcher paper lined floors were used as the test arenas. o The traps were placed in the center of each test arena (1 trap per arena). o 24 susceptible strain bed bugs were sorted and acclimated on 1″x1″ pieces of corrugated cardboard for 1 hour for each replicate. o The acclimated bed bugs were then placed inside the grey tubs by releasing 2 adults, 2 mid-stage nymphs, and 2 2nd instar nymphs in each corner of the tubs. o Each replicate was conducted for 24 hours and the number of bed bugs caught per trap was recorded at 30 min, 1 hr, 2 hr, 4 hr, and 24 hours. Additional Testing Details Not Fully Described in Standard Protocols: Test System Vigor: All test specimens were confirmed ‘alive’ 2 times prior to testing: 1) Only live specimens were removed from the colonies for use in the study. 2) After all specimens were transferred to the test arenas; they were confirmed to be alive before continuing with the study. Environmental Conditions: Conditions in Laboratory: Temperature: 72F Humidity: 41% Results / Discussion: The results of this study are tabulated in the included table, which shows the total number of bed bugs (Cimex lectularius) that were caught in the monitors at each observation interval during the 24-hour evaluations. The Bed Bug Defender caught the highest number of bed bugs during the study. It was the only monitor that caught anything within 1 hour after the start of the study, and it caught a total of 7 bed bugs (1 adult, 1 mid stage instar, 5 2nd instars) by the 24 hour observations, compared to only 3 (1 adult and 2 2nd instars) with Product X, and 0 with Product Y. The catch rates of each monitor were also statistically compared using a t tests for independent samples. The analysis was conducted using a two-tailed distribution and probability value of p<0.05 to establish any statistical differences between the number of bed bugs caught in each monitor. The only statistical differences that were recorded during the study occurred at the 4 and 24-hour observations, with the Defender outperforming Product Y.
